Winter Street Bridge (Waltham, MA)
Cost/Schedule Analysis
The scope of this Mass Highway Dept. project included replacement of the existing 4-lane Winter Street Bridge over Route I-95 in Waltham, MA with a new 7-lane bridge. Tasks performed include reviewing project documentation in order to determine the Contractor’s entitlement to an increase in Contract Price and Time as a result of the delays and changes to the Work. Prepared a report of the findings in preparation for mediation hearings.
Fort Knox IBCT Barracks (Fort Knox, KY)
Schedule Analysis
The scope of this U.S. Army Corps of Engineers project included construction of four new infantry brigade combat team barracks. Tasks performed include reviewing project documentation in order to determine the Contractor’s entitlement to an increase in Contract Time as a result of the delays and changes to the Work. Prepared a report whereby the Contractor requested an adjustment to the Contract Time related to those delays.
Bradley International Airport (Hartford, CT)
Cost Analysis/Expert Testimony
The scope of this project included demolition of certain areas of the existing airports airside apron pavement, unclassified excavation, installation of new drainage and other site utilities followed by new airside concrete and asphalt pavement. Tasks performed include reviewing project documentation in order to determine the Contractor’s entitlement to an increase in Contract Price as a result of the changes to the Work. Performed a measured mile analysis to quantify the costs associated with the delays other changes to the Work. Prepared a report of the findings, and provided expert testimony at mediation hearings related to those findings.
Des Plaines River Bridge/I-355 South Extension Corridor (Chicago, IL)

The scope of work of the Contract included construction of a 1.3 mile bridge comprised of 34 piers and 2 bridge abutments that spanned two canals, numerous rail lines, two local roads, the Des Plaines River, a major utility corridor and protected wildlife areas. Tasks performed include reviewing project documentation in order to determine the Contractor’s entitlement to an increase in Contract Time as a result of the changes to the Work. Performed a schedule analysis to quantify the delays and provided expert testimony at mediation hearings related to those findings.
I-70 Design Build (Indianapolis, IN)

The scope of work of this project included six miles of roadway reconstruction including widening the interstate to provide additional width at the shoulder as well as widening all 15 sets of bridges that were constructed over local roadways, replacement of the existing bridge decks, and construction of one complete new set of bridges. Tasks performed include reviewing project documentation in order to determine the Contractor’s entitlement to an increase in Contract Time as a result of the changes to the Work. Performed a schedule analysis to quantify the delays and provided expert testimony at mediation hearings related to those findings.
Silo Point Condominiums (Baltimore, MD)

The Work included renovation of the existing B&O grain elevator terminal building and silo structure originally constructed in 1923 on Baltimore’s inner harbor into use as luxury residential condominium units, as well as associated support spaces and vehicle parking. Tasks performed include reviewing project documentation in order to determine the Contractor’s entitlement to additional costs associated with numerous changes to the Work such as additional scope, differing site conditions, accelerated work performance. Assisted in preparing the Contractor’s request for equitable adjustment submission, and associated cost proposal as well as mediation presentation materials.
Commercial Port of Entry & Border Station (Calais, ME)

The scope of this project included construction of a new 70,000-square-foot combination Commercial Land Port of Entry and a Border Station on a 52-acre site at the Canadian border in order to alleviate the congestion that existed in downtown Calais. Reviewed project documentation in order to determine the Contractor’s entitlement to additional costs associated with a differing site condition. Prepared the Contractor’s request for equitable adjustment submission, and associated cost proposal.
US Federal Courthouse (Springfield, MA)

Prepared an as-planned versus as-built critical path analysis for this $53 million federal courthouse construction project. Reviewed project documentation in order to prepare the Contractor’s claim entitlement submission, and associated cost proposal.

Prepared an as-planned versus as-built critical path analysis for the $95 million renovation, and restoration of this 350,000-square-foot courthouse. Reviewed project documentation in order to prepare the Contractor’s claim entitlement submission, and associated cost proposal. Played an integral role in preparing and presenting the Contractor’s entitlement to additional costs and time during mediation.

Prepared an as-planned to as-built comparison of the bedrock excavation quantities for the footprints of both the building foundation and upper athletic fields on this new, $31 million high school construction project.
MBTA Silverline Maintenance Facility (Boston, MA)

Prepared an as-planned versus as-built critical path schedule analysis for this $36 million building construction project. The project included construction of 4 different buildings fuel building, bus-wash building, transportation building, and maintenance building. Reviewed project documentation in order to prepare the Contractor's claim entitlement submission, and associated cost proposal. Played an integral role in preparing and presenting the Contractor's entitlement and damages during negotiations.
Boston Harbor Project – Effluent Outfall Tunnel (Boston, MA)
Contracts Administration/Claim Preparation
The scope of this $202M project involved the excavation and precast concrete lining of 49,500 feet of 26 foot diameter tunnel by tunnel boring machine through bedrock under Boston Harbor, as well as 420 feet of shaft excavation by drill and blast techniques. Responsibilities included scheduling and preparing various claims with a total value in excess of $100M for submission to the owner. Presented claims to the DRB, participated in the negotiation of those same claims, and provided support for litigation of claims.
Boston Harbor Project North Systems Tunnels (Boston, MA)
The scope of this $20M project was the excavation and concrete lining of two each 18 foot diameter tunnels through soft ground at Deer Island by tunnel boring machine. Responsibilities included preparing and presented to the DRB a claim for release of $1M in retainage related to alleged defective workmanship.
Montanore Project (Libby, MT)
The scope of this project involved the excavation of approximately 30,000 feet of tunnels through bedrock using drill and blast techniques. Responsibilities included preparing a schedule analysis and claim submission for an increase in Contract Time related to a differing site condition.
Bad Creek Project Tunnels and Powerhouse (Salem, SC)
The scope of the project included excavation and concrete lining of approximately 12,200 feet of tunnels ranging in size up to 34 feet in diameter by drill and blast techniques through bedrock. Additionally, the work included excavation of an underground powerhouse through bedrock measuring 70 feet wide by 170 feet deep by 420 feet long. Responsibilities included preparing various claims and cost proposals for changes to the Work.
